The Toffees had already signed forward Thierno Barry and goalkeeper Mark Travers, as well as making Carlos Alcaraz's loan spell permanent, ahead of their first season at Hill Dickinson Stadium.
But boss David Moyes has outlined his frustrations at their failure to get further deals over the line, saying the club need to make nine or 10 signings ahead of the new campaign.
The Toffees have now finalised a move for talented 19-year-old full-back Aznou, with the former Barcelona academy graduate signing a four-year contract with his new club.
"I'm so happy to be here. I'm so proud to be part of this team," Aznou told Everton's club media channels.
"The project they gave me is really good. The Premier League is the best league in the world, so I'm really excited to start.
"The stadium is really nice. It gives you a good feeling and it's good for our fans to support us. It's perfect for us.
"I just have to say I'm really thankful to be here. I'm really proud so I will give everything in every training session and every game."
Everton start their 2025-26 Premier League campaign at Leeds United on August 18, having ended 2024-25 on a high with three straight victories, finishing 13th.
