The former US Open champion was beaten in just over an hour-and-a-half by the world number 39, who prevailed 6-4 6-3 to progress to her third WTA final.
Raducanu made a strong start with five first-set aces, but she was unable to convert any of her four opportunities to break throughout the opener.
Kalinskaya subsequently broke in the ninth game before serving out the opening set.
Both players exchanged breaks early in the second set, but two more breaks from Kalinskaya, in games five and nine, set up a showdown with Leylah Fernandez in Sunday's championship match.
"It was an interesting match. It's nice to play against Emma," Kalinskaya said. "I'm proud of myself. I stayed aggressive and stuck to my plan."

Kalinskaya will hope to make it third time lucky in a WTA final, having just come up short in Dubai and Berlin last year.
The 26-year-old continues to thrive in Washington, where she boasts a 9-2 main-draw record and has never lost before the quarter-finals.
Kalinskaya pounced when it mattered, breaking Raducanu four times from the six opportunities she forced, while the new British number one converted just one of her six chances.
